Unfortunately, the more senior you are, the easier it is to find English Speaking jobs and not be fluent in the local language. This also depends on what kind of jobs you are looking for; Software Engineers are in high demand and will get along most likely without requiring the local language, where as anything that requires interaction with a lot of departments (example: Management, Head of Departments, etc) will require the local language.
How do I identify jobs which require German?
